Roger Chang, Director of the Land Department of Taiwan Sugar Corporation (TSC), graduated from the Department of Civil Engineering of National Central University. He has served in the land development and engineering business department of TSC since 1995. For more than 20 years, as a civil engineer, he served as the head of various types of land development business such as real-estate, commercial building, large-scale factory, and land development. He once led the Xihu Sugar Factory to successfully transform from the industrial heritage space to the Sugar Railway Culture Park. Dealing with a variety of business and diverse land types, Roger gained a lot of experience in project management and cross-domain integration abilities over the years. In recent years, due to the government promotion of circular economy, Roger is committed to assisting TSC to introduce the concept of circular economy into the construction industry. In 2018, he has successfully assisted the Netherlands Office Taipei (NOT) to launch Taiwan first circular building, the Holland Pavilion in Taichung World Flora Expo 2018. Meanwhile, Roger devoted in develop the first real-estate construction designed by circular concept in Tainan, which is Sharon circular residential village.

The current financial accounting system often hinders circular innovation by failing to reflect the full value of circular practices. In the short term, this challenge can be addressed through alternative value measurement approaches, while long-term solutions call for a fundamental redesign of accounting standards and frameworks.
