Shya-LiCHOU Taiwan

Shya-Li Alice Chou is Vice President of the Taiwan Institute of Economic Research (TIER) and Deputy Executive Director of its ESG Development Center. She also holds several key positions, including: Member of Intellectual Property Committee, Chinese National Federation of Industries; Member of Public Construction Commission Procurement Committee, Executive Yuan; Board Director of International Cooperation and Development Foundation; Board Director of SME Joint Counseling Foundation; and Chairperson of Puren Youth Care Foundation. With over 30 years at TIER, Alice led the establishment of the Industrial Economic Database and the SME Net-Zero Transition Diagnostic Platform, providing resources for industry analysis and corporate TCFD reporting. She has directed numerous national projects, spanning wireless communications, MICE industry development, science and technology program evaluation, energy technology assessment, food and drug policy performance, international brand promotion, and the National Development Fund’s innovation and transformation initiatives. For the past two decades, Alice has focused on agriculture-related programs, such as Smart Agriculture 4.0 performance management, agricultural circular economy resource surveys and gap analysis, innovative agricultural models through public-private partnerships, branding for packaged rice and rice products, international exchanges on circular agriculture, and agricultural IoT development and project management.
