Ying-Ying Lai is the Director-General of Taiwan’s Resource Circulation Administration under the Ministry of Environment. With a strong background in environmental governance, she has played a key role in shaping national policies on waste management and the circular economy. She previously served as Director of Planning, Chief Secretary, and Deputy Minister at the former Environmental Protection Administration. Following the agency’s reorganization into the Ministry of Environment in 2023, Dr. Lai was appointed as the inaugural head of the newly established Resource Circulation Administration. She now oversees national strategies on resource reuse, waste reduction, circular design, and extended producer responsibility. Dr. Lai believes that a circular economy must go beyond government slogans — it should create real incentives for businesses and inspire everyday actions among citizens. She emphasizes cross-sector collaboration and practical policy tools that drive behavioral change. In the face of climate and resource challenges, she brings steady leadership and pragmatic optimism.
